Information about the lifecycle of a Merit Circle improvement proposal (MIP)

Merit Circle Improvement Proposals (MIPs) are proposals that in any form or shape aim to develop and expand the MC Ecosystem. The current proposal process consists of several steps summarized briefly below. Please refer to the Constitution article 7 for a more detailed outline of the process.

Discussion In this governance forum, anyone can start a topic regarding current, future and present MC/Beam activities, such as gaming, smart contract systems, and other matters that are or may be relevant for MC/Beam. A person may open a topic in the discussions category provided that it is relevant to the Merit Circle Ecosystem and follows the applicable community rules and guidelines.

Prior to publishing an idea as a proposal, proposal creators are encouraged to exchange thoughts and ideas with the wider community through the discussion category or through other channels for the purpose of gauging community sentiment. It is advised to not rush proposals to voting on Snapshot.

Proposals In order for a proposal to be published to the proposal category of the Governance Forum, the proposal must as a minimum include the information requested in the proposal template and follow the community rules and guidelines.

Voting A proposal will be put up for an official vote if it after the relevant discussion time period has passed, provided that the proposal has obtained at least 25% of poll votes in favor of it at the end of the relevant discussion period. The main rule is that discussion periods last 7 days, but see the Constitution articles 7.3.3 and 7.3.4 as proposals relating to certain limited topics require a longer discussion period.

The moment a proposal passes the proposal discussion stage, a voting round commences using Snapshot. Snapshot utilizes the tokenholders’ $BEAM balance to calculate their voting right. 1 $BEAM equals 1 vote. Implementation If a proposal successfully passes the voting stage, the decision will be implemented, subject to the implementation of it being enforceable on-chain or otherwise. If the decision cannot be enforced on-chain or otherwise is non-binding and is used for sentiment signaling purposes.
